FMCSA Waiver for States Concerning Third Party CDL Skills Test Examiners In Response to the COVID-19 Emergency FMCSA waives the commercial driver's license (CDL) knowledge test examiner training requirements in 49 CFR 384.228(b)-(c) for certain third-party CDL skills test examiners. DMV Federal Disaster Relief Permit Texas DMV issues the Federal Disaster Relief Permit for the transportation of divisible commodities consisting of emergency relief supplies. The Federal Disaster Relief Permit is only available during national emergencies or major disasters declared by the President of the United States. This permit expires 120 days from the date of the President’s declaration.
